Are you interested in working at the center of California’s water rights system? Want to develop and apply expertise in adapting water rights to the needs of the 21 st century? The State Water Resources Control Board’s Division of Water Rights has an opening for an Environmental Scientist in the Registrations Unit. The position is located at 1001 I Street, 14th Floor, Sacramento, right in the heart of downtown, next to light rail stations and other public transportation.

Duties: Environmental Scientist primarily performs varied assignments related to processing water rights registrations and other processes related to administering the State Water Board’s water rights regulatory authority. Specific responsibilities are included in the Duty Statement.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Interest in developing water rights expertise;
  2. Knowledge or experience in hydrology, aquatic biology, and California water issues;
  3. Regulatory experience, including interpreting and applying environmental laws, rules, policies, and regulations; reviewing and analyzing regulatory compliance reports and data;
  4. Excellent written and verbal communication skills;
  5. Experience working with geospatial software to organize, map, plot and analyze geo data sets;
  6. Proficiency and experience working with essential business software such as Microsoft Office Suite and Adobe;
  7. Knowledge and/or experience using data visualization tools using Microsoft Excel, R Studio, Power BI, or comparable software;
  8. Experience with public speaking and communicating with the public or stakeholders.
